Ocean Hill/Brownsville was painted from readings about the Ocean Hill/Brownsville independent school district designed in 1968 as part of a NYC decision to hand over control of schools to local communities. The social conflict over this decision led to a redefinition of both public education, local race politics and teacher’s unions.
